Building Services Board

Functions

Part 7 of the Building Services (Registration) Act 2011 provides for the establishment and powers of the Building Services Board.

The Board consists of the following members appointed by the Minister:

  • A member designated by the Minister as chairperson of the Board.
  • A member designated by the Minister as deputy chairperson of the Board.
  • Two members, each of whom has knowledge of and experience in representing the interests of consumers.
  • Two members for each occupation group who have experience as a registered building service provider in a class comprising that group.

The Board meets regularly and may appoint committees from time to time to assist it to perform its functions.

Membership

The Board consists of a chairperson and members representing the interests of consumers and occupation groups. The members of the Board are appointed by the Minister for Commerce. They are:

Venetia Bennett – Chair

Venetia Bennett has been appointed to the Board as Chair. Venetia is a commercial barrister with the Western Australian Bar Association experienced in providing strategic advice to Australian and international organisations in complex, high-value disputes, predominantly in the construction, resources, and sports industries. Venetia has over 15 years of board and committee experience, including serving as President of the Australian and New Zealand Sports Law Association between 2012 and 2018. Venetia's qualifications include a Masters of Law and Masters of Business (Sport Management), as well as being an active member of the Australian Institute of Company Directors.

Serena Giudice – Deputy Chair and Building representative

Serena Giudice has been appointed to the Board as the deputy Chair and building representative. Serena is a registered building practitioner based in Geraldton with over 20 years’ experience in the building industry. Serena was the first woman to win the Master Builders Association, National Young Builder of the Year award in 2014.

Jeya Ramanathan

Jeya Ramanathan – Consumer representative

Jeya Ramanathan has been appointed to the Board as a consumer representative. Jeya is the current registrar of the Royal Association of Justices of Western Australia (Inc.) (RAJWA), a non-executive member of the RAJWA Council, and the community representative in the Regional Appeals Committee for the Department of Communities (Housing). Jeya has worked in the Australian Taxation Office in several roles and holds a Bachelor of Commerce (Accounting) from UWA and a Masters in Taxation Law from UNSW – a Fellow CPA and a JP.

 

 

 

 

 

 

 

 

Fiona Cross

Fiona Cross – Consumer representative

Fiona Cross has been appointed to the Board as a Consumer Representative and has over 15 years professional legal experience, specialising in commercial law, regulatory compliance and corporate governance. For the last 11 years Fiona has worked as an in-house lawyer and is currently Senior Corporate Counsel at Capricorn Society Limited working on a wide range of commercial law matters including those related to consumer protection. Fiona’s qualifications include a Bachelor of Laws (Hons) and Bachelor of Arts from the University of Western Australia along with a Graduate Diploma of Applied Corporate Governance from the Governance Institute of Australia.

Jason Pennings – Building representative

Jason Pennings has been appointed to the Board as a building representative. Jason has 30 years' experience in the building industry and has been involved in multiple aspects of construction. Jason brings valuable knowledge and insight from the residential and commercial building sectors.

 

 

 

 

 

Jack Mast

Jack Mast – Painting and decorating representative

Jack Mast has been appointed to the Board as a painting and decorating representative. Jack has more than 40 years' experience in the painting and decorating industry. Jack represents the industry as a member of the Master Painters and Decorators Australia (MPDA) Executive Committee and a Director of MPA Skills. Jack is also the director of a prominent group of retail painting stores and the WA zone director for the company.

Fiona Duffy – Painting and decorating representative

Fiona Duffy has been appointed to the Board as a painting and decorating representative. Fiona is a self-employed registered painter and trainer with over 30 years’ experience in the painting and decorating industry. Fiona has completed numerous qualifications, including a Certificate IV in Arts (Interior Decoration) and a Certificate IV in Training and Assessment.

Angela Lefante – Building surveyor representative

Angela Lefante has been appointed to the Board as a building surveyor representative. Angela is a registered Level 1 building surveying practitioner and is the coordinator of building services for the City of Swan. Angela has extensive industry knowledge with over 12 years' experience working in legislation, building approval processes and enforcement. 

Michael Adams

Michael Adams – Building surveyor representative

Michael Adams has been appointed to the Board as a building surveyor representative. Michael is a qualified Level 1 building surveyor with over 20 years' industry experience in local government and in the private sector. Michael has extensive technical experience in the application of the National Construction Code and associated legislation, and also provides building surveying services to a wide range of projects throughout the state.
