The Director of Energy Safety has adopted an updated ‘fit and proper’ assessment for the issue of gasfitting and authorisation permit policy that will come into effect on Tuesday 1 July 2025.
The policy requires all new applicants for a gasfitting authorisation and/or a gasfitting permit to sign a declaration confirming that they have not been convicted of any offences under Australian law, excluding motor traffic offences.
If you hold a gasfitting permit working under direct supervision or under supervision and you are applying to remove a condition, or you are modifying your gasfitting permit to add a new class, you will be asked if you have been convicted of any offences since obtaining your permit. If you have, then you will be required to provide a current police check.
Should an applicant disclose criminal convictions, then they are required to obtain a department approved Australian police check no more than three months old in support of their application. For more information about how to apply for a police check, go to: Police checks for licensing
The requirements do not apply for applications to renew an existing gasfitting permit without modifications.

I(A) | Gasfitting work on a consumer's gas installation associated with a Type B appliance. |
I(B) | Gasfitting work on piping that has an operating pressure of more than 200kPa, not being gasfitting work referred to in class I(A) or classified as Class E or P. |
E | Covers gasfitting work associated with a mobile engine. |
P | Covers gasfitting work on a gas installation associated with the storage and dispensing of gas for the refuelling of a motor vehicles as defined in Section 4 of the Road Traffic (Administration) Act 2008. |
Time frames for application processing
Most applications are determined within five weeks. You can assist us to keep processing times as low as possible by:
- Checking that you have attached all the required information, and have completed the application form in full, before submitting
- Submitting using the online option
- Allowing enough time for processing of your application before contacting us for an update.
Licensing officers will contact you if any additional information is needed to finalise your application.

Show moreConsumers are entitled to have confidence that the gasfitter they are allowing to enter their home or property is a ‘fit and proper’ person. Consideration of criminal convictions is a key part of assessing whether a person is ‘fit and proper’ to hold a licence.
This is an important community protection measure and is consistent with other registration or licensing regimes in Western Australia.
Who will be required to complete a declaration?

- a new gasfitting permit;
- a new gasfitting authorisation;
- a modification of an existing gasfitting permit; or
- the re-issue of a gasfitting permit, where that gasfitting permit expired over 30 days prior to application.
What information is required for the declaration?
Show moreThe declaration will confirm whether the applicant has been convicted of any offences under Australian law, excluding motor traffic offences. This declaration is included in the licence application form.
Who will have to obtain a police check?

How often will I have to provide a police check?
Show moreYou will only have to provide a police check at the point of initial application, if you disclose criminal convictions in the statutory declaration.

Show moreThe Director will consider your application to ensure you are a ‘fit and proper’ person in accordance with Reg 12(c). In some cases, the Director may request additional information and a submission from the applicant to make a determination.

Show moreIf a declaration is not signed, the application will be deemed incomplete and will not progress until it is provided.
What will happen if I don’t declare a criminal conviction or supply a police check?
Show moreWhere a person provides a false declaration, it will be dealt with as a disciplinary matter under the Gas Standards Act 1972 (the Act) and an offence under section 13A(10) of the Act. It may also be dealt with as an offence under the Criminal Code.
