Gasfitting Authorisation Guidelines and Requirements

Foreword

Gasfitting "authorisations" issued in Western Australia by EnergySafety is a flexible licensing mechanism that among other things enables companies (industrial and mining organisations) to construct and maintain industrial plant, including piping systems and Type B gas appliances.

Gasfitting authorisations are not intended to replace the need for independent industrial gas fitters but may be issued to engineers or trades people to maintain the companies on-site gas equipment.  Restrictions will apply to the gasfitting authorisation with a schedule of conditions outlining the responsibilities of the holder and what gasfitting can be done under the authorisation.

Gasfitting authorisations may also be issued where the installation, alteration or modification of a gas appliance or equipment will require the use of specialised trades and skills, such as welders, boilermakers, electricians, computer technicians and sheet metal workers.  New innovations that fall within the scope of Western Australian gasfitting legislation may also be covered by an authorisation, thus allowing for introduction of new technology.

This document is issued to provide general information and assist personnel in satisfying the need to develop and implement a training plan as part of their gasfitting authorisation responsibilities and/or application.  Information is also provided on management plans where there is more than one authorisation covering the same site or operation.

Authorisations

Gasfitting authorisations, as a flexible licensing tool assist industry in utilising its skills and expertise in the installation, commissioning, decommissioning and maintenance (servicing) of consumer gas installations.  Authorisations are also utilised by organisations for research and development purposes or when new innovation is being introduced where there is insufficient qualifications, training or Australian standards to cover the gasfitting work.  See Gasfitting work in this guideline for further information.  After reading this guideline if further information on gasfitting work is required contact the Principal Engineer Gas Utilisation at EnergySafety.

Legislation

  • Gas Standards Act 1972 (Act); and
  • Gas Standards (Gasfitting and Consumer Gas Installations) Regulations 1999 (Regulations).

The above legislation prescribes the requirements for consumer’s gas installations.  Copies of the act and regulations can be found on the Western Australia State Law Publishers (SLP) website www.slp.wa.gov.au

Definitions

The definitions provided below are for guidance only. There are defined terms in the act and regulations.

Authorisation

Issued by EnergySafety (State Licensing Authority) to a person to do or supervise other persons whilst performing prescribed gasfitting work. The authorisation details the class, category and type of gasfitting work that can be done. May be designated (for the servicing and maintaining of a gas installation) Category 1 or 2 and on application include the piping system associated with a Type B gas appliance.

Authorisation schedule

The conditions under which an authorisation will operate.

A gasfitting authorisation holder is required to ensure the people working under the authorisation are trained and competent to perform gasfitting work.

Apparatus

Any measuring device, pressure raising device, regulator, valve, instrument, or other device used to measure, control, or regulate gas supply to any appliance or gas fitting.

Category 1 Authorisation

Class I gasfitting work restricted to servicing, rectification of faults, and recommissioning Type B appliances. High level authorisation allowing for service work similar to an independent licensed gas fitter.

Category 2 Authorisation

Class I gasfitting work restricted to minor servicing activities, in the case of a breakdown limited to the like for like exchange of components and adjustment of parameters back to predetermined, original commissioned (approved) settings.

Competent person

A registered industrial gas fitter, independent industrial gas inspector, or person with equivalent knowledge and qualifications.

Direct Supervision

The authorisation holder is present while the work is being carried out sufficient for them to be able to give verbal instruction while the work is underway.

Like for Like

Like for like means exchange of components that are of the same model and brand, or with the same functional performance, and will not change the integrity of the safety system or take the appliance out of its approved criteria. The replacement of an assembly of components e.g. boiler body, kiln or valve train is considered new work or modification for which a notice of completion is required.

Minor servicing activities

Minor servicing activities means the cleaning and/or replacement of components in accordance with manufacturer’s maintenance schedules.

Mobile Engine

Means a gas‑fuelled engine that —

(a) is mounted in or on any vehicle, craft or portable appliance; and

(b) is supplied by fuel from a cylinder or tank mounted on or in the vehicle, craft or portable appliance

NOTE: A stationary engine fuelled from a reticulated gas system or bulk storage tank is a Type B gas appliance.

Piping system associated with a Type B gas appliance

The consumer’s piping system from the outlet of the billing meter, tank, cylinder valve or designated point of transfer where a pipeline licence ceases and the consumer’s pipe commences to the Type B appliance isolation valve.

Safe to operate

A gas appliance deemed by a competent person as meeting, as far as reasonably practical, safe operating requirements when measured against industry codes and standards, manufacturer’s instructions and regulatory requirements.

Servicing

In relation to a consumer’s gas installation, means:

(a) maintenance involving the adjustment and cleaning of any appliance or apparatus in the installation in accordance with the recommendations of the manufacturer; or

(b) repair involving the exchange of components but not requiring modification of the installation.

Supervised gas fitter

A person working under an authorisation holder whilst carrying out prescribed gasfitting work or a person working under a Class I gas fitter.

Supervising gas fitter

Authorisation holder registered with EnergySafety as a gas fitter and authorised under the regulations to supervise supervised gas fitters.

Type B gas appliance

An appliance that has a maximum hourly input rate exceeding 10 MJ but is neither a Type A gas appliance nor a mobile engine.  Generally Type B gas appliances are industrial gas appliances or commercial gas appliances such as bakers’ ovens, and are the subject of AS 3814, Industrial and commercial gas‑fired appliances (Type A gas appliances are listed in the regulations). 

Eligibility for an authorisation

Applicants are required to have a trade, engineering or gasfitting background, appropriate experience and qualifications. 

Limits of Authorisation

Gasfitting authorisations are limited in their scope, they are not issued to a company, they are issued to an individual who works for a company.  All authorisations have a schedule that provides the conditions under which it was issued.  A gasfitting authorisation is issued to the individual to do and supervise specific gasfitting work.  The authorisation holder is the registered gas fitter termed in regulation as the “supervising gas fitter” and those being supervised are termed in regulation as “supervised gas fitters”.  Whoever does the gasfitting work, there is an obligation that the person and the work is compliant with Western Australian legislation. 

An authorisation may be issued for:

  • installation of Type B gas appliances and or associated piping systems;
  • commissioning of Type B gas appliances;
  • servicing (maintenance) of Type B gas appliances and or associated piping systems;
  • modifications of specified plant and equipment;
  • new or innovative projects that fall within the scope of Western Australian gasfitting legislation; and
  • decommissioning of automotive gas systems, etc.

Conditions in the authorisation must be met before any work is carried out.  Typical conditions for a maintenance authorisation are listed in Appendix A.   Two categories of authorisations are issued for the maintaining of industrial gas appliances (Type B).

  • Category 1 authorisation:
    • Allows for fault finding, rectification and adjustments equivalent to an independent industrial gas fitter endorsed for service work (see definitions).
  • Category 2 authorisation:
    • Allows for minor maintenance of industrial gas plant and appliances, like for like exchange of components (see definitions).

Gasfitting work

An understanding of what is considered gasfitting work will assist those with a need to meet regulatory requirements.

Gasfitting work is identified in the regulations as:

an operation, work or process in connection with the installation, removal,  demolition, replacement, alteration, maintenance, or repair of a gas installation, (Regulation 4).

There are a number of exceptions listed, including the exchange of LP gas cylinders, some automotive engine tuning activities, and work associated with reticulated supply systems for a gas supplier.

A gas appliance in the regulations is defined as “any appliance that consumes gas for any purpose”.  A gas appliance includes all the associated apparatus from the appliance isolation valve to the primary flue (stationary engine exhaust).

Any work affecting the safe operation of the gas system is considered gasfitting and may include all types of servicing and maintenance work carried out on the gas installation, including:

  • the gas appliance;
  • combustion chamber;
  • combustion air supply;
  • any valves and gas pressure regulating equipment;
  • flues, associated ventilation and ductwork;
  • any work associated with the safe operation of gas systems (e.g. work on burner management and electrical work); and
  • gas apparatus etc.

The gas piping system should be considered as all the apparatus from the point of supply (meter, bulk storage or point where a pipeline licence finishes) to where the consumer’s piping starts.

A gas appliance should be considered as the entire gas infrastructure from the appliance isolation valve to the primary outlet for combustion products. The gas appliance does not necessarily include process infrastructure that has no affect on the safety and integrity of the gas appliance. 

Combustion product exhaust/flue also forms part of the gas installation.

Automotive and mobile engine gasfitting work

Gasfitting on mobile engine installations that fall under the WA gasfitting legislation is taken as automotive and mobile engine work, this includes:

  • The gas supply system:
    • Fuel container/cylinder filling system;
    • piping system to a filter and or vaporiser; and
    • any apparatus under positive gas pressure;
  • Decommissioning of an automotive gas system on a vehicle, etc.

Note:   The replacement of a cylinder using a Prest-O-Lite (POL) fitting, or the like, is not considered gasfitting under the regulations.

Authorisation holders' responsibility

The authorisation holder is responsible for compliance with the conditions set out in the authorisation schedule and to ensure the work is completed safely, in compliance with the regulations and the installation is left safe to use.  Authorisation holders are to ensure that those they are supervising understand the regulations, the conditions of the authorisation and are trained and competent to undertake work under the authorisation.  National competence units and qualifications should be utilised for training where available.  All training for the supervised gas fitter should be recorded.

It is not permitted to trade base the responsibility for gasfitting work under different authorisations.  For example, an authorisation holder with an electrical trade qualification is not just responsible for electrical work, they are the registered gas fitter and are responsible for all the gasfitting work carried out under their authorisation.  There can be only one authorisation holder responsible for the specified gasfitting work, not one for electrical and one for mechanical fitting.  Where there is more than one authorisation holder present during gasfitting work, it must be made clear, through a management plan, which authorisation holder is responsible for that particular work.

Before any work is carried out under the authorisation on a gas appliance/installation the appliance or installation must be in a safe to operate condition.  Where the Type B gas appliance is identified as being certified/approved by an inspector the original approved set/trip points and commissioning data must be used to maintain the appliance.  Where the appliance has not been identified as being certified/approved or the original commissioning data is not available, then the appliance should undergo the certification process or a competent person should check the appliance and ascertain the appropriate parameters under which the appliance can be safely maintained and operated.

Risk Assessment

It is recommended that a risk assessment be carried out before applying for a gasfitting authorisation.  

Where an authorisation has been issued and the work has not been subject to a risk assessment, such an assessment must be carried out by a competent person prior to the work commencing. Any risk assessment should consider the following:

  • the gas installation and/or operation;
  • any tasks to be performed on or in the vicinity of gas equipment;
  • the competence of the person performing the task;
  • associated hazards;
  • isolation process/safety shut down procedures;
  • emergency procedures; and
  • regulatory requirements.

Gas safety training can be based on EnergySafety’s publication ‘Guidelines for Safe Working with Gas in Consumers’ Installations’.

Lifecycle log book

Where necessary, procedures and manuals for the safety management of the gas installation must be developed, continually reviewed and updated. Such procedures must be made available to all personnel carrying out the work. Steps should be taken to ensure procedural understanding and compliance.

Original commissioning and certification data of Type B gas appliances is required as a condition of a maintenance authorisation (see authorisation application form on the EnergySafety website).  Where such information is not available, then the appliance should undergo the certification process or a competent person needs to be employed (industrial gas fitter or engineer) to ascertain that the appliance is safe to use and the appropriate information is available to safely maintain the installation.  Mandatory requirements for servicing certain gas apparatus and installations can be found under Regulation 36, Consumers’ obligations.

Training requirements to be identified

The applicant is required to meet the minimum qualifications required for the issuing of an authorisation; these are identified in the application form on EnergySafety’s website.  However those who will work under the authorisation holder will also require training.

Except where direct supervision is employed a comprehensive training plan for those who will work under the authorisation holder (supervising gas) is required as part of the application, see Appendix B.

Direct supervision means that the authorisation holder is present while the work is being carried out enabling them to be able to give verbal instruction.  Training in this instance may only involve an induction on gas safety and regulatory compliance.

Where training is for a specific site or operation, a risk assessment needs to be conducted by the owner/operator of the gas installation. The outcomes of the risk assessment should be applied to site management plans.  Procedures for dealing with identified hazards and emergencies then need incorporating into the site training and safety plans.

All workers must undertake gas safety training, both general and specific, before any work is carried out on gas plant, appliances or equipment.

All registered gas fitters are required to have an understanding of basic combustion and exhaust principles. It is recommended that all workers associated with the construction, maintenance, decommissioning or operation of a gas installation undertake training in WA gasfitting legislation, basic combustion and exhaust principles.

Training for Authorisation holders (supervising gas fitter)

The type of gasfitting specified on the authorisation application will determine the level of training and/or the qualification required. The authorisation holder is the nominated company registered gas fitter.

A risk assessment must be conducted to identify any competency gap between the authorisation holder’s qualifications and the task to be done. Any deficiencies in the competency of the authorisation holder recognised during the analysis needs to be addressed by additional training focusing on the specific needs of the site or operation. The training must be undertaken before any gasfitting work of this type is commenced.

Training for supervised gas fitters

Training will depend on the task the worker is undertaking. A basic understanding of gas safety and legislation may be all that is required, e.g. for specialist contractors. However, for those people working under the supervision of an authorisation holder, gasfitting training will need to reflect the competencies needed to carry out the work.

Training Plans

The issue of an authorisation does not constitute an assurance of technical competence on the part of a company or its workers. It does, however, establish a responsibility on the part of the person to whom it is issued to ensure acceptable safety and compliance outcomes in relation to gasfitting work.

The following will assist applicants to understand the requirements of the licensing authority and may assist the authorisation holder and company to prepare and audit a training plan. It is intended that audits be conducted by the authority to ensure authorisation holders are complying with the conditions under which the gasfitting authorisation was issued.

All training must be documented and copies of appropriate training certificates retained for audit purposes.

Gasfitting authorisation holders must ensure all workers complete gas safety training before commencing any work under their authorisation. Training may only need to be a simple induction course for very competent engineering or trades persons working in gas-free conditions on new installations. Alternatively, training may need to be detailed and comprehensive where service and maintenance work is undertaken. The gasfitting authorisation holder, together with the employer, will need to determine the level of training required by those working under the gasfitting authorisation (see Risk Assessment).

Training consists of:

  • external nationally endorsed courses;
  • external licensing authority recognised courses;
  • external non-recognised courses;
  • internal courses; and
  • manufactures/equipment supplier’s courses.

Formal training shall comply with EnergySafety guidelines and appropriate national competencies.  An example of what should be covered in a training plan can be found in Appendix B.

Appendix A - Typical Authorisation Conditions

Gasfitting authorisations are always issued with an attached schedule containing conditions. The authorisation is only valid if all the conditions set out in the authorisation are met. Some conditions must be met before work is carried out under the authorisation. A list of typical conditions attached to an authorisation is shown below:

  • All supervised gas fitters shall be instructed in regard to their obligations under the Gas Standards (Gasfitting and Consumer Gas Installations) Regulations 1999, the means by which the regulations may be satisfied and any potential hazards in the working environment.
  • The level of supervision of each supervised gas fitter shall take into account his/her skills and knowledge in relation to gasfitting, including any formal training.
  • The number of supervised gas fitters shall be not more than ____.
  • A ‘gasfitting record book’, supplied by EnergySafety, is to be kept at each work site by the supervising gas fitter. All gasfitting work carried out under this authorisation shall be recorded in the book. This means of recording is an approved means for the purpose of the regulations.
  • Each entry in the book/s referred to above, shall be signed by the supervising gas fitter to confirm that the particular work performed complies with the regulations.
  • The name of each authorisation holder shall be entered in the gasfitting record book. A list of supervised gas fitters shall also be entered in or attached to the gasfitting record book.
  • The work specified by this authorisation shall be performed such that the original parameters and/or settings of the installation, including pressure, timings, flows, trip points etc shall not be altered.
  • This authorisation does not cover any new work for which a notice of completion would be required, for service work or for installation work.

Where an authorisation for installation, commissioning or modification work is issued the following wording is normally used:

  • notices of completion shall be duly completed by the authorisation holder and submitted in accordance with the regulations. A supervised gas fitter working under this authorisation must not submit notices of completion for work. Notices must be submitted by the authorisation holder.

This applies to all authorisations:

Note:  This authorisation is not effective until all the conditions set out in this schedule are met or in place. Supervised gas fitters must undertake training in gas safety before commencing work under this authorisation. It is recommended supervised gas fitters are made familiar with the ‘Guidelines for Safe Working with Gas in Consumers’ Installations’ issued by EnergySafety.

Appendix B - Training Plan

This training plan is provided as a guide.

Gas safety requirement

All employees or contractors who work under the gasfitting authorisation must be trained in gas safety.

Topics of training will include:

  • the type/s of gas that are used in the installation (natural or LP gas);
  • characteristics of gases;
  • combustion fundamentals;
  • dangers of leaking gas;
  • safety procedures in the event of a gas leak;
  • safe handling and use of site gases; and
  • health hazards.

Where appropriate, training will include:

  • hazards of incomplete combustion;
  • hazards of carbon monoxide;
  • processes for detecting gas leaks;
  • ventilation; and
  • safety requirements for the commissioning and/or decommissioning of plant and equipment.

The level of training will depend on the work being performed.

Legislation requirement

Training to be provided on Western Australian gasfitting legislation and is based on the current Gas Standards (Gasfitting and Consumer Gas Installations) Regulations 1999.

Training topics will include:

  • Gas Standards (Gasfitting and Consumer Gas Installations) Regulations 1999 and how it applies to the consumer's installation, scope of gasfitting work under regulation 4;
  • how the regulations apply to work being carried out under the authorisation;
  • compliance requirements of regulation 18;
  • what is an authorisation;
  • what is a supervised gas fitter;
  • the responsibilities of:
    • the authorisation holder;
    • supervised gas fitters;
    • owner/operator of the installation; and
    • employer of the supervised gas fitter (regulation 34);
  • the penalties for doing gasfitting work without the appropriate:
    • gasfitting permit; or
    • doing gasfitting work not covered by a gasfitting authorisation issued by the Director of Energy Safety; and
  • reporting of gas incidents (regulation 42).

Supervision requirement

Supervised gas fitters are informed of the level of supervision that applies to them when carrying out work under the authorisation.

The level of supervision is based on the skills and competence of the supervised gas fitter and the type of work being performed.

Recording of work requirement

Training in recording of work (in the gasfitting record book) carried out under the authorisation is given and where appropriate covers:

  • record book location kept by the authorisation holder/s; and
  • procedures for the recording of work, including any electronic data cross-referencing.

Details must be correctly entered into the gasfitting record book to show:

  • authorisation number;
  • worker's name (leading hand/supervisor if a team performs the work);
  • date the work was completed;
  • description of the work;
  • authorisation holder's signature; and
  • date of entry.

The purpose of the gasfitting record book is for audit purposes and to meet the requirements of the regulations for the recording of service work.  Information to be recorded:

  • details of the work carried out;
  • when the work was completed;
  • by whom the work was carried out (primary responsible worker when a team is involved); and
  • under whose gasfitting authorisation the work was carried out (supervising gas fitter's number).

Limit of work requirement

Supervised gas fitters will be instructed on the gasfitting work specified in the authorisation as to the work that can be carried out and what level of supervision will apply.

Skills training requirement

Adequate training shall be provided to ensure workers are competent to carry out the task/s under the gasfitting authorisation.

Management plan requirement

Where an authorisation management plan is in operation training shall be provided on how the plan operates.

Authorisation holders (supervising gas fitters) and supervised gas fitter must be aware of:

  • how it is to operate;
  • when it is to operate;
  • what has to be done; and
  • each authorisation holder's responsibilities under the plan.

Appendix C - Management plan

Where there is more than one authorisation holder per site or operation, a management plan is required.  The plan is to include a hierarchy of responsibility identifying who is responsible for what, when and where.  It is not to be trade based. The authorisation holder is a registered supervising gas fitter and is responsible for any gasfitting work they do and those they are supervising (supervised gas fitters) irrespective of trade type, e.g. electrical or mechanical.

1. Hierarchy of responsibility

It is recommended a senior person, engineer or maintenance supervisor is given overall responsibility for managing the authorisation system. It is important the manager of the authorisation system has authority to ensure compliance with the conditions set out in authorisation schedules and the legal obligations of the authorisation holders. This person may or may not be a registered authorisation holder.

2. Authorisation holder responsibility

The authorisation holder is responsible to ensure they comply with the conditions outlined in their Authorisation, the Gas Standards Act 1972 and its regulations. They need to know what gasfitting work they are responsible for and when.  An authorisation holder is also responsible to ensure that those working under the authorisation are competent to do so, suitable training is provided and an appropriate level of supervision is employed.

If there is more than one authorisation holder present or associated with the maintenance work it must be clear which one is responsible for that particular work and under whose name and gasfitting number the work will be recorded in the gasfitting record book.

3. Supervised gas fitters

Are unregistered gas fitters, but they are still responsible for compliance with the Gas Standards Act and its regulations.  It is important supervised gas fitters are aware of their legal obligations to comply with legislation, the authorisation system in operation, the conditions under which they may do gasfitting work and whose authorisation (the person) they are working under.  

Senior Person (SP)

Has overall responsibility and is to ensure:

  • the authorisation system operates effectively and meets legal obligations;
  • all authorisations are current;
  • record books are maintained;
  • gas safety and legislation training is provided to all supervised gas fitters and contractors; and
  • they liaise with prime authorisation holder on training needs and arrange training.

In this example the SP authorisation holder is responsible for the plant gas piping systems to the isolation valves of Type B gas appliances.  The SP will also become the authorisation holder responsible for work carried out in any area should the prime authorisation holder on 2nd authorisation not be available.

Prime authorisation holders

Are responsible for:

  • all gasfitting work conducted in their area;
  • compliance with safety and legal requirements for their supervised gas fitters including contractors;
  • maintenance of the record book and recording of gasfitting work;
  • identifying any deficiencies in competency of supervised gas fitters and arrange with SP appropriate training;
  • as directed by SP become the authorisation holder for another area should the prime and 2nd authorisation holders not be available; and
  • with authority from executive management, undertake the duties of the SP.

2nd Authorisation holders

Are responsible for undertaking the responsibilities of the prime authorisation holder should they not be available.

Appendix D - Management responsibility

In this instance, the "manager" should be considered as the registered manager or the person who has a duty of care to the nominated company gasfitting authorisation holder.  The regulations put obligations on owner operators of consumers' gas installations.  It is important that those responsible for consumer gas installations make themselves aware of their obligations under the regulations.

Management

The manager must be aware of the responsibilities of the company nominated gasfitting authorisation holder/s.

Reg 14 of Gas Standards (Gasfitting and Consumer Gas Installations) Regulations 1999

The manager must be aware of the authorisation certificate, which work is specified and under what conditions the authorisation certificate has been issued.

Regs 5, 18, 23, 27, 28, 34, 36 and 42 of Gas Standards (Gasfitting and Consumer Gas Installations) Regulations 1999

The manager must be aware of the implications of directing workers to do unlawful gasfitting work.

The manager must be aware of the responsibilities of licensed gas fitter/s doing work for them (new work and servicing).

The manager must be aware of the responsibilities of a consumer in regard to the regulations.

Reporting of gas incidents Reg 42 of Gas Standards (Gasfitting and Consumer Gas Installations) Regulations 1999

The manager should be aware of the requirement to report gas incidents.
